Obstacles Persist for Humanitarian Assistance in Gaza City Regardless of Ceasefire

Even if the border entry point at the Egyptian border starts functioning in the coming days, humanitarian organizations encounter significant challenges delivering supplies to northern Gaza, the region hardest impacted by food shortages, according to experts.

Access Problems

Primary highways are virtually impassable due to extensive devastation across the devastated territory – or remain controlled by Israeli forces. Any transport that stops working is probably will be instantly looted.

The main entry point, the main entry point to the northern region, destroyed during multiple years of war, has been shut down for many days, and authorities have told NGOs in Gaza that there are no immediate plans to activate the crossing, as stated by relief personnel.

Damage in Northern Gaza

The main city was the objective of a significant armed campaign begun in August that was ongoing when the ceasefire deal was agreed upon last week.

Destruction in the northern area has been extensive, with whole settlements including local municipalities and Beit Hanoun in devastated as well as many of the peripheral zones of the main city.

"Any operation of a access route into Gaza is positive, but we need to guarantee we can help civilians where they are," stated an experienced official from an international NGO.

Humanitarian Conditions

Observers said many of the approximately 300,000 people who have come back to the north from the densely populated southern area where they had been sheltering during the Israeli offensive were now "staying" among the destruction of their homes, often without any shelter and with insufficient supplies or resources.

A spokesperson from an international organization said the devastation in the northern territories was "overwhelming".

"There is street after street, building after building ... there is extreme need for drinking water. The situation is dire. We must have every border point open," the official, who was in the urban center recently, added.

Insufficient Distribution

A local director working from Gaza City said the requirements in what used to be the area's thriving business and social center were "enormous".

"There is hope and hope but there needs to be rapid progress on the access routes. We didn't witness any significant change on the reality yet," the representative said.

"There remains a insufficient volume of assistance [and] we are only starting to comprehend the extent of damage. So many streets are just full of rubble ... there is almost no home that is undamaged. There is damage and unexploded bombs throughout the area."

Recent Progress

Recently, humanitarian organizations said modest volumes of necessary propane came into Gaza for the first instance in many weeks, along with consignments of flour, grains and produce. The additional resources sent commercial prices falling.

At a mid-region location, a community member said there had been certain progress since the peace agreement.

"Commercial areas are stocked with products, produce, and fresh fruit, although the costs are remaining elevated and not affordable for the entire population," the resident said.

Colder Months Requirements

"The primary requirements at present, especially with the coming of winter, are to have a tent to keep us safe from the cold weather and warm garments because the markets do not have enough clothes for us or, if they exist, they are extremely limited and very expensive."

Multiple internationally-backed bakeries in central and southern Gaza have resumed functioning since the peace agreement.

Assistance Transport

Vehicles were stated to have passed via the border access point via the eastern border to Gaza during recent days, though specific quantities were uncertain.

Israel's public broadcaster stated that recent aid deliveries would include nutritional supplies, healthcare equipment, petroleum products, fuel for cooking and equipment to fix essential services.

"Humanitarian aid continues to enter the conflict region through the Kerem Shalom crossing and alternative access points after security checks," an Israeli security official said.

Delivery Problems

But tracking the quantity of vehicles could be inaccurate, advised a specialist from a relief agency. "We need to know the contents of the transports and their loading status for it to be a really meaningful indicator," the official stated.

Commercial operators are transporting fleets of vehicles carrying sweets, carbonated beverages and treats, which have poor dietary quality, while emergency treatments for minors or people who have gone without sufficient nutrition for two years are unavailable.

Healthcare Status

Within the northern urban center, only seven healthcare facilities are operating, compared with many in summer.

Numerous organizations have significant funding of humanitarian goods stockpiled near the territory awaiting entry. A UN agency assisting the population across the region for a long time has extended provisions of nutrition for all residents in place to be distributed.

"We have the supplies, the equipment and the expertise ... we only require the entry," said a relief official, recently returned from Gaza.

Governmental Considerations

An international initiative specifies that "full" aid should enter Gaza and be provided through international organizations and humanitarian networks, without disruption from either armed factions or national security.

This likely prohibits the disputed Israel-backed relief agency which started working in earlier this year, resulting in disorderly situations and hundreds of deaths as large groups of people assembled around its assistance centers.
